Fallout 2 was better than 1. It set the Fallout world in motion, the post-post apocalyptic one by laying the foundations of New California Republic. The power dynamics between New Reno, Shady Sands and Vault City were much more interesting than anything in Fallout 1. The only real criticism about Fallout 2 is the pop culture references but you can just close your eyes when you see them if they bother you that much.

Yes, I already admitted that the criticism about pop culture references is valid. There is more to the game than that, however. For all the praise New Vegas gets, Fallout 2 essentially created the setting for it. Fallout 1 was still all about post-apocalypse, Fallout 2 set the tone for "post-post apocalypse", for the lack of better word.

At least F1 never broke the 4th wall, I hated that shit. Despite what whoever wrote F2 thought, it's not so amazingly clever for the characters in the game to acknowledge that they're in the game so you have to do it like 5 times over.
