Depends on the weapon's power and fire rate.
It also depends on what you're doing. Do you have only one life? Is it big teams on a big map? Is this objective-based or elimination? All of these things should be considered when choosing your weapon/attachments. Even then it mostly boils down to your preference/playstyle.

If you have quick reload and you know you're safe(if you are good enough you will be able to tell if you are in a populous part of the map) then it is in your best interest to make sure you have as many rounds in your mag as possible. ideally you want to be successful during part where things happen. reloading is inevitable (unless you die before your first reload) and undesirable, and you want to decrease your downtime. however, as the analysis above shows, extended mags will be the more useful at the part when you shoot guys. then when you get to the reloading part, the faster reload will equal out in usefulness.
QED - the extended mags will always be either more useful or as useful as faster reload, where fast reload will always be either less useful or as useful as the mags. therefore you should always take the extended mags.
a close comparison would be between taking something helps you when you're alive vs. something that makes dying not as bad. just like in that case, you want things that help you during your uptime, essentially.

I was referring to physically larger and higher capacity magazines. They weigh a lot (unsurprisingly) depending on how much more capacity they have over a standard magazine. It also shifts the center of gravity on the gun depending on where the magazine is in respect to your supporting and shooting hand. It's a bit hard to quantify the effects this has on shooting, but it's like someone's tugging forward and down on the gun constantly as you hold it at the ready.

In something like counterstrike where you want to generally avoid reloading in a fight and can make ten rounds stretch pretty far (I have seen SO many people get killed while they were compulsively reloading after only firing a few bursts), I'd probably pick the bigger magazineM4A4 user btw. If I didn't have time for the original reload speed then it's probably a better idea to whip out a pistol anyway. In something more "run and gun" where you spray shit down willy-nilly, the reloads are already fairly fast, and you're generally encouraged to smack that R key as soon as there's no enemies in sight I'll usually pick higher reload speed.

Downtime is a killer. Longer downtime means more missed opportunities. You're going to reload after almost every kill anyway no matter how much ammo is left in your magunless it's one of those games that tracks magazines like ARMA or early BF, don't deny it.
In the case these are attachments/perks/mods or whatever:

If the weapon has a small magazine and likely won't benefit much from ammo cap increase, yes.
>Ammo capacity
If it's a doubled magazine to something like and LMG with a shitload of ammo already, yes.
If it's +15 to a 30 round magazine, maybe.
If it's some paltry shit like +5 ammo to a 30 round magazine, never.
If bigger ammo capacity also means carrying more total ammo in reserve, absolutely.
If it causes your total reserve ammo to not be divisible by the magazine size, NEVER.
