It's $100 for the game and the Blizzard Mountain and Hot Wheels expansions.

Anything else is vehicle DLC which I will not purchase. I have 100 hours in Forza Horizon 3.

They fixed a lot of the performance issues with the Hot Wheels updates. I still get some random crashes though.
