The Pokken port was GameFreak's call, and even that game was due for an update since the arcade version was kept alive whereas no updates hit the Wii U game. Sakurai doesn't matter at all. The last time he put in a substantial amount of work into the game was Melee, since then he's more or less taken a back seat to everyone else especially with 4 seeing as they had Namco working on it as well.

Not really no, they could just reuse the assets for a sequel and change the textures. There's no real need for them to create everything from scratch especially for a system that's not that far ahead of the Wii U in terms of power.
