They straight LIED, in all the early little hype descriptions of it (GENERATIONAL MASSIVE OPEN WORLD WHERE YOU CAN PLANT TREES AND SEE THEM GROW INTO A FOREST, TAKE OVER AS YOUR CHILDREN ONCE YOUR ORIGINAL CHARACTER DIES OF OLD AGE), through the entirety of the formal advertising period (OPEN WORLD GAME, FIGHT DRAGONS, OWN BUSINESSES) on the back of the box, in the obviously paid reviews, and even had the balls to try to pretend some of these (dragons) might still be in the game as hidden secrets no one had found yet (much as No Mans Sky did with multiplayer).

and the actual product? linear hack-n-slash game with very light RPG elements, no generational elements at all.

Basically all of the lies on the list are pretty comparable in magnitude. Todd made a video in which he declares that all behavior of characters in oblivion is entirely simulated by their needs and not scripted at all - they eat when they are hungry, sleep when they get exhausted: fuck the video even showed a woman casting a sleep spell on a dog because his barking was annoying her: solemly swearing that that was not scripted, that was purely emergent behavior of the Radiant A.I.

When the game came out we were all still young and dumb so we though "Well, maybe it just all turned out too complex to implement, so they had to simplify it in the end..." Yeah, my ass. The whole fucking thing was staged and scripted from the word go, obviously.

that was never the claim (if anyone said so it was that individual that messed up), radiant AI was just supposed to make things feel more alive, on top of their basic scheduling.

and it was something which was functional, and cut for real design concerns (as opposed to straight bullshit which never existed, eg. all of 'Project Ego' and No Mans Sky multiplayer). in that video example, it was very explicitly a fireball that she used to kill her dog, to stop it barking. that kind of undesirable emergent consequences were why they ultimately removed it. it's really not hard to implement a system like they were describing, it's making it actually fun which is next-to-impossible, especially with their world of unique named NPCs. it certainly can't just be layered onto an otherwise scripted game, as Bethsoft thought at the time. iirc they talked about it later as suffering a slow death of a thousand cuts as they pared back the emergent behaviors which they saw causing massive problems, until eventually they were left with basically nothing that couldn't just be trivially added as randomly played scripted behaviors anyway.

IMO their vague promises of Radiant Quests in Skyrim were a much worse half-truth. They gave the impression that there was at least some degree of context-awareness in their generation, when really they were purely random (and dead simple).

I would say Spore is another case where they mostly delivered on promises, with a few key cuts which were actually sincere design choices (not just the promised feature never existing in the first place). eg. the ocean life stages being too mechanically detached from the rest of the game, and keeping people away from the full creature creator too long.

this was never the claim. radiant AI was something layered on top of the same kind of basic scheduled 'move to, wander, repeat' scripted daily routines as Morrowind had, and what we ultimately got.
