It's likely this was indeed a location scout for Death Stranding. At the time though MGSV development was in full swing and there were rumors that Kojima (then still with Konami) was working on an MGS spin-off/sequel/game section focussing on The Boss and/or the Cobra Unit. Of course D-Day is a big part of the lore there, Ocelot being born on that beach etcetera.
