you can full screen it and keep the ratio, just enable said option in your graphics control panel. For Nvidia it's in here. That should allow you to fullscreen it and it will keep the aspect ratio with letterboxing.

How do I play this game on the PC?

It has a story, but it's Dark Souls tier, complete with being just as overrated. Most of the main story is told in communicator things that you find simply running through areas, and side quests just tell side stories.
