Because the only good thing about Dusk is the setting, and they never went anywhere with it. People were already annoyed by E&L just being a filler game with no plot progression, so when Shallie was the same it got even more shit. Especially since it ended the series.
Also Ayesha needed to be in the fucking game. Which Gust actually did realise, but they did it too late so she was only in the Vita port, and nobody cared by that point.
