Imo all of Soejimas design for P5 are great. Whether you consider the ultimates better or worse than the defaults is personal preference. What makes Kamuu Susanoo so good is how it takes a lot of aspects from susanoo's original design but with it's own unique flare. It's definitely a step up from Goemon.

Susanoo actually looks like a Tengu here (complete with Tengu geta) and the outwardly traditional Japanese design elements are a nice change of pace from what we usually see while still being stylized enough to stand out in its own right.

That said I do like most of the P5 Persona designs so I'm pretty biased.
