Blue mages are broken in every game where they have free access to their magic. It's only when they're limited to limit breaks that they suffer.

Kimahri's trash because no matter what path you send him down he'll always be behind whoever started on that path (so he'll be subpar for most of the main story), then at endgame he's limited by his trash Overdrives. Even as a purely utility character, Rikku completely outclasses him. His only application is as a second piercer and for some early game utility before Rikku joins.
