Ho-oh was made for Gen 2. Ho-oh was in the game ever since it was known as "Pokemon 2." Lugia was made by Takeshi Shudo for Movie 2 since they needed a new legendary for the movie because Mewtwo, Mew, and Ho-oh were already in the movie.
