An ending doesn't have to stop the game, it can let the player walk free afterwards, and it doesn't even have to have an intimidate change on the game world.

No, New Vegas is unfinished and Obsidian left it that way because they thought minior touches were more important.

Ultimate is a straight upgrade. It just cleans ip dirty edits, makes it play more nicely with other mods, implements some of Jsawyers ineffective record edtis, those sort of things. If you're that concerned, there's an optional purist plugin under the optional files in the nexus page of ultimate. It renders some changes back to more akin to the base Jsawyer mod.
