Mario easy. Anybody who can travel across universes several times within the span of a millisecond is too fast. His max speed probably outdoes the Flash by several orders.

That said Mario needs a ridiculous amount of prep time and his acceleration is slow as molasses, he definitely couldn't win a race.

I'm not sure if the Mario category makes sense.
He builds up speed for 12 hours to make sure he will be QPU aligned doesn't he, if you give him a star and make him faster 12 hours might not make him QPU aligned once he's dashed away.
He should elect to not use the star to make sure he's safe.
