STV was easily accessible to both factions, had very easy quests such as killing mobs instead of getting low drop rate items, tons of nodes for mining and herbs and incredible quest rewards.

Basically everyone who was level 30 just sort of funneled into STV, it was the best place to level.

The only reason to go there is to get the ZF mallet, that's it and most people didn't really have it
And Desolace was a niche zone so also not a lot of people there

I also think that after a while, people started ganking there to be part of the STV mythos - a place where ?? rogues fuck you up
So if you were a level 60 rogue, you'd know where to go because that's what you heard from other people
