It's fairly active on PC after school/work hours. I don't bother playing with other regions because all I see is their character sliding around and I get stuck behind the fog wall. You can tell how active an area is if there are humanity symbols next to a location at the bonfire warp. I get summoned occasionally for covenants. I read a while back during launch that you get auto-summoned for covenants more frequently if your steam account is newer dunno if they fixed that.

It is pretty dead on PS4 because of paid online, but pretty active on PC. I regret originally buying it on PS4, I am much happier with the PC version, 60fps, better graphics, no frame pacing issues, free online and active online community.
