Is Smash 64 better than Melee?

Yes, it is.

It has less levels, characters, items, single player content, multiplayer content, worse graphics due to hardware, less moves for characters and uses the N64 controller, no. This isn't even getting into competitive if that's what you meant, as a game melee is an improvement in everything except with how FD looks

it has better sfx especially the crowd
