First of all, sahelanthropus works. It even chases Venom around and shit. The fact that Huey's surprised at it working is because he wasn't aware someone else could also start it up.

Big Boss having a nuke wasnt what caused any "inspection" so Huey is full of shit. It was because of Paz's failure to either convince MSF to be their army or to kill Big Boss. Nukes had no part, only a guise. If there was no nuke, Cipher would have come up with some other bullshit like UN hazardous waste or pollution inspection, because its some oil rig in the middle of nowhere.
