We don't even know yet. As far as anyone's guess is, Hedlok is like a parasite that attaches itself towards a host and user of ARMS, controlling them while attached.
Given in the demo Hedlok could have been ANY of the fighters at random, there's a lot more going on then we are led to think.

The springy form is the normal state of arms without the mask, since the arms gene can affect animals too. The mask is an invention by Arms lab to control the arms better, and is probably what allows the arms fighters to constrict their arms to the human arm shape we've seen in official art.
