Unlikely. EVERYONE at Bethesda was working on Fallout 4, they didn't even have multiple teams doing multiple projects. If TES6 is their next game it will have only been in development for two years max, including conceptual and planning stages. That said I don't have much faith in them, if Fallout 4 was the best they could produce in 4 years with their entire company working on it then I shudder to think of what they'll put out next. Elsweyr would be a cool setting though, but it's less likely than another human or elf province and all the cool shit will be toned down and homogenised.

Morrrowind 2002. Oblivion 2006, Fallout 3 2008, Skyrim 2011, Fallout 4, 2015.
Following that pattern 2018 would make sense but 2019 is very possible. They might wait for the new consoles.
No, we're looking at next year at the earliest for the announcement and winter 2019 at the earliest for launch.
This year they'll reveal one of their new big open world IPs which will also be the debut of a new in-house engine which TES 6 will eventually run on. They'd never launch TES 6 on a new, untested engine, so this will be their way of showing it off and having a couple of years to fix up the inevitable catastrophic bugs.
