Personally I would consider the ones that gameplay like Utaware or Rance as games. The rest is in some sort of gray area in-between.

Lots of games use VN dialogue since it's cheaper than cutscenes. But I think we can all agree that... ya most VN's aren't games

Kara no Shoujo is a game. Higurashi is not depending if you take solving mysteries by yourself as a sort of game.

Something like Pheonix Wright is a game, since it requires some input other than choosing between two dialog options.
Something like cripple fucking simulator is not, since all you do is choose between two dialog options.
