2 is more consistent.
Warped is probably one of the least offenders but I'm always annoyed by sequels trying to do everything, to the point where only a handful of levels are "standard".

In Warped's case I think it's about half-and-half, there might be a few more regular levels than any of the vehicle stuff.

When your competition was Mario 64 and Rare titles on 64 you definitely want to do everything.
Crash 1 launched months after Mario64 and was just a behind the shoulder version of mario 1 (in a simplified sense). I loved crash but it had the harshest competition around and had to do everything to compete, which in the end split the gameplay from the original.

It was an awesome game. But it had too many vehicle levels to surpass crash 2.
