Either make the world size proportional to the amount of interesting content the game has or, if you're gonna go for scale, make it to where exploring the world is actually fun in its own right such as making the base act of movement a joy. The latter is why something like Spider-Man games, Jet Set Radio or Gravity Rush somewhat work at all, base movement is interesting. I'd like to say doing it wrong is just making a huge ass world full of nothing and expecting the player to make their own fun but then sandbox games having an audience at all proves me wrong there. I guess I just like having something meaningful to do.

Adapt what No man's sky did : false online interactions.
You can write anything everywhere, and it will sometimes appear on other players world ( sometimes so the world is not a huge drawball )
