Pretty much. Batman is at best when you don't try to explain his abilities. He's strong and skilled enough to take out groups of mooks, but would lose in straight fight against against some of his stronger adversaries like Croc, so unlike most superheroes who just tough out the beating, he has to use his smarts.
Doing the whole "master of 100 martial arts and genius-level intelligence" thing makes him seem too cheap. Even if that is true in comics, it's better if you don't straight out write it in his profile.

People who run the movie production know what people want to see, and don't want to mess with tried and true blockbuster formula to MAYBE get more people into movies on risk of alienating big part of existing audience.
Comic sales were on decline for quite some time, so Marvel had to try whole bunch of different things to make it work again. Them sticking to diversity and killing off most of existing and known characters obviously wasn't the thing to go for.
But that's not to say that it's the only, or even the biggest problem that Marvel has. It's that they have fucking million different series going on at once, and they all have cross-overs all the time. If you want to follow storyline of one character, you better be ready to buy 5 other comics for that too! That's way bigger alienating factor for most of audience, the comics that are generally mocked here for having bad art like Squirrel Girl don't bother people who buy those, and styles like that are mostly kept to minor series and spin-offs anyway.

The biggest, most fundamental problem right now with Marvel is Editorial. Everything else- shitty writing, shitty art, shitty political themes- all of that stems from the editors department being gutted and subservient to big name writers. If you don't have good editors, writers can just spew whatever they want on the page with no concern for the reader's capacity for logic or enjoyment. Or spelling. Despite all the concern over SJW stuff, Marvel is primarily suffering from a lack of unified vision and quality. Deadpool continues to be great, USAvengers is a much more mellow look at modern American tensions, and Gwenpool is a shitty, off the cuff idea saved by the one good web person Marvel hired and a pair of Japanese artists drawing cute shit. But these all succeed purely on the strength of their individual teams, not any concerted effort by Marvel to hold itself to any standard or increase quality in all of its teams through a refined editorial process.
