Yes, that's true. Bethesda could have fixed it so easily, though. Just make the Novice/Apprentice/etc. perks increase spell damage/duration as well as lower the cost. They could have done that as part of a patch. It's really too bad they fucked it up, because once it's fixed, magic in Skyrim is more satisfying than in the other TES games.

Yes, the combat is shit, buy can always mod it. Theres a mod that gives the npcs brains so they actually defend themselves instead of staying still, and try to come up with tactics to beat you. And when you block you lose stamina. Can't remember the name now, will look into it.

The funny thing is and I think Bethesda manages some magic somehow with this, each one of their games is such a new low that it actually makes me look back on the previous ones with some modicum of approval. Fallout 4 was so godawful and radiant quest ridden that Skyrim actually feels like a well crafted game by comparison and 3 and Oblivion feel like masterpieces.
