It's not exclusive to PS4 (it's on PS3 too), but it's a solid excuse. The console has a lot of Japanese and western games and no region lock. I'd say make a list of games you're interested in and decide from there.

Persona 5 is one of the games that got me to play video games again.

I don't get it. I have about 5 hours playtime in this game so far, its beautiful and all but 90% of the game has just been text and cutscenes after 5 seconds of walking just to enter another cutscene.

I like the animated cinematics, story and all (which is very weird with layers and layers of mystery and confusion), and the interface and HUD are aestetically pleasing but i've barely had any chance to actually start playing in battles or roam free anywhere, 5 hours in and it still feels like a prologue.

Havent played persona games before or many jrpgs for that matter but does it get more free later on?

That's just what these games are like. The game is split between dialogue/town segments and dungeon crawling segments and you can switch between them freely later in the game. In the beginning you're just stuck in story mode for a while though, yeah.
