They're too complex for normies, so they get very little attention from both the media and publishers.

Once in a great while you get something that gets a bit more attention like Fire Emblem or XCOM, but on the whole it's just a niche genre.

Slow and clunky designs make for boring game play. Many game making waiting for the enemy to take their actions a complete chore.
