If we're talking from a story perspective they're all at worst serviceable and I'd argue Hifumi and Kawakami's are some of the best ones actually. If we're talking gameplay you're just flat out wrong since they're by far the most useful.

Because you have to make a 100,000 yen investment to even start it which is way too high a barrier to entry for most people despite really not being hard at all to grind up by the midpoint of the game.
