Different reasons, although most of it is probably because western developers are looking for something flashy which looks impressive, not something tense which plays impressive. Most of the people directing these games aren't interested in the game element, as much as the marketing element.

Plus, making a game impressive the first time and unimpressed on a following playthrough just encourages customers to buy the next sequel.

There's no good reason you can't let us beat a guy's ass in a legit fight and THEN give us a spectacle after we beat him.

Cutscenes should be something cool you get to see after completing your objective. A moment to catch your breath and enjoy the spectacle. Having them as a substitute for actual gameplay is just dumb.

The lastest translation covers all the story events fully through the game. It covers all the items/skills/menu options. It covers most of the Talk dialogue in the game (up to the last 1/5th or so) which is really the major thing you need to understand. So yeah, if you wanted to play the game, you pretty much could and would only have to worry about random battle dialogue being untranslated.

Unfortunately, a good number of the sex scenes aren't translated either, so that's a major killer for some people.

No shame in waiting for a full translation. Just note that a lot of people discussing Paradox will likely be talking about part 2 (or even part 3) once the full translation is done, so you might be behind in plot points or build advice.
