I don't see what the point of Persona would be if the setting wasn't Japan
Japanese culture and the like is one of the appealing things about Persona as westerners and other foreigners learn new things about Japan and what goes on it
I feel like a game taking place in America would be a bit boring, because I've lived here so I already know what's it's like, there's a certain mystery to Japanese culture that isn't well known by foreigners which makes the every day life simulator fun
