I felt that both characters had highs and lows. Depends on what you want for and can tolerate from a character. Personally I like Teddie more.

Personally, I found Morgana's character arc tiresome. The whole I'm human dragged on and it created an unnecessary and cheap conflict in the story. I felt that Teddie was handled better in that regard by him just realizing he was a Shadow not so long into the game.

While Teddie makes lots of puns and jokes which for the most part I don't mind because he's not a constant part of your daily life, Morgana is pretty much pun free but he is a constant presence in your daily life. I found myself more annoyed by Morgana because of this.
