The same reason he plays russian roulette with Big Boss on the plane at the end of Snake Eater. Its a friendly "fight", except in this case Ocelot and Solid are both old and gonna die anyway, Ocelot from FOXDIE and Snake from old age, so might as well fight to the death.

Neither particularly cared about living anymore, Ocelot fulfilled his mission and wanted to unshackle himself from the shadow of Big Boss by surpassing his wife's son. Snake was dying anyway. It's oddly endearing how meaningless and inconsequential the final fight in the saga (chronologically) ended up being.

I like MGS4 until I replayed it, and in hindsight, the only area of the game that gives you the classic gameplay is the first 2 areas (middle east and south america), after that it starts introducing long deviations from the gameplay that hurt the overall experience

think about how much jungle sneaking you did in MGS3, then compare it to MGS4 and you notice that as soon as you hit europe, the gameplay becomes:
city trailing (boring, not fun to replay)
shooting sequence on motorbike
bossfight
cutscene
sneaking through shadow moses, but there are no humans and most of the place is empty anyway

Merly's death isn't canon, and they seem like coworkers more than anything in MGS4. Yeah, maybe Solid would avenge her, but have an emotionally charged series ending fight? I don't think so. Again, non-canon anyway, no thanks to MGS4.

Solid Snake was the "character" everybody wanted to be. He was the Indiana Jones of MGS. He never really had much attachment to much of anything or anyone beyond Otacon, even in terms of rivalries. Even his actions in MGS4 are only because of revenge, but on someone else's behalf (Otacon's).

The fact that fuck all happens to Otacon is ridiculous because their relationship is built up so well throughout MGS1, 2 and even into 4. Otacon dying and Snake going nuclear would've been amazing.
