Very few vita cards actually do that, UMvsC3 is another. You can tell since when you check memory card data neither of those take any space up and when you rebuild the library their game icons disappear until you reinsert the game cart again.

Dragon's Crown has literally been in a $1 PSN sale multiple times on top of it going for sale at bargain bin prices physically for less than $5. If you don't own it by this point you either were never into the game in the first place or you just hate Sony consoles after PS2.

Also, I really doubt they'll ever officially make PC ports. Vanillaware went on record stating their dislike of both PC and Nintendo in an interview about 13 Sentinels and their other projects in general.
