It wasn't a PS2. Everyone already decided they want a PS2, even though the PS2 then had worse hardware than everything except the Dreamcast, and was even worse than the Dreamcast in some ways. Brand loyalty for Sony and/or wanting a DVD player.

Sega releasing too much shit too quickly.
Why would devs and consumers waste their money developing for the Dreamcast or buying a Dreamcast when for all they know a new Sega console could be coming out in a year or two?

It has some neat games and is probably on my next list of old consoles to buy next to the Saturn but Sega lost a lot of trust in consumers.
