As much as people are complaining about the stagnant 3* pool, this is basically the intention of the gacha system. The 3* is supposed to be a losing draw of the lottery. The only prizes that are actually supposed to matter are 4* and above, but this game is at least generous enough to have some 3* units be good enough for passing some skills to the good units.

I believe a 4* unit gets stronger than a 5* one at +5, someone posted some numbers about this here once, and it also varies per character, but it is always something close to that, so if the choice is 4*+1 or 5*, mos certainly 5*, but a 4*+10 is almost equal a 5*+5 in stats, the former being much cheaper to build
