Launching the hueg materia at Meteor would accomplish literally nothing except wipe out a giant chunk of lifeforce from an already ailing planet. Red XIII isn't actually the last of his species. Bugenhagen says at one point (when you go back to Cosmo Canyon on the last disk and see his death scene where he gives Red his ultimate weapon) that Nanaki may find a mate out in the world. That's your hint that he isn't actually the last of his kind and there might be more somewhere, which is how he has cubs 500 years later.

Also one of the spin-offs (Before Crisis, I think) features a female member of his species, in case it needed to be spelled out further.

No. There were a lot more people who lived in Corel than those were at the meeting with Shinra. The entire town was not at all on board with it. The meeting with Shinra was between the villages leaders/influential people. (Barret, Dyne and a few others) It doesn't have to be stated directly because it is implied.
