The one to blame for the conquest ending is Noire, who rashly and selfishly chose to end her own life, dooming the rest of her friends in the process.
Nepgear was just caught up in what happened after like the rest of them, and she was the sole survivor so people erroneously attribute the blame to her. It's not her fault.
