It will never come out because Gabe is greedy and changed Valve into a 'platform' company instead of a vidya dev company and ALL the notable dev talent from HL1, HL2 etc have moved on to other companies that actually release games

The ONE corollary to this is if they have it as a killer app for the next valve hardware release, be it VR or whatever. Either way it will likely be a glorified tech demo
