Muscle and blast are separate attack types, you can buff one and leave the other weakened or make it even. Both have their advantages so it's up to you. You can have 0 in a stat if you want to. Abilities can be pretty much anything, but if it's a bit OP we'll dumb it down.

Blast and Muscle are two different types of attacks chosen randomly during battle
setting blast or muscle to 0 deals an insignificant 1 damage when that attack is chosen. I would not recommend doing that to both of your attacks.
