I was there just last night. They finally fixed the Progear monitor, and their Robotron monitor was getting blurry but that's fixed too. They do make a point to maintain the machines.

The key is to go late night and on a weekday. Mornings are probably dead too but I think that's the time frame when they try to do their tournament things, when they run them.

Have a nice lounge area with a hot snack bar, and some coffee tables with TVs people can hook their laptops or consoles into, and an endless supply of wet naps, hand sanitizer, paper towel and chopsticks.

Everyone goes through a rigorous vetting process. No one gets in if no one knows them. They sign a contract and a waiver. It would hold regular tournaments for various games, including TCGs, fighting tournies, and other competitions. Not only that, but it will serve alcohol and work on a card system and membership. "X amount of hours for Y amount of cash" options also available.
It will have old games and new games, with the least popular of them being phased out after a year. Also laser tag with the reward being free credits for games for the winners (exclusive to cardholders so it goes directly to their account), with the MVP winning additional credits.
Credits can also be used for discounts on food and drink if one has enough.

Even if you're charging them like $5 per hour, they're going to vanish after 2-3 hours at the longest. Even if it's something like Round 1, they're not going to stay all day, even if money isn't a barrier. When it definitely becomes a barrier, they're going to gauge their exit time and you might just get $15 tops after charging them whatever rate you want. And if you charge too much, they aren't going to stick around period.

The peripherals add a lot of appeal. Steering wheel & pedals, ride-on motorcycles, instruments and step-pads, joysticks, light guns, etc. That's probably their main advantage over modern home gaming.

Not to mention stuff like hoops and air hockey. There were redemption games as well offering prizes for tickets you'd earn and so kids would get fixated on those rewards. A lot of redemption games are basically like gambling and the same psychology applies.

From a parent's perspective it was a good kind of... babysitter / time waster when they were out with their kids. Give them $5-10 and send them off to the arcade while you do your thing.

The cost-per-play model gave players incentive to do their best at the game. Getting to the end of a game used to be an achievement, and the reward was being allowed to continue the story to its conclusion.

Paying for continues was also a great way to get people hooked and keep pumping quarters into the machines because otherwise your progress would be lost and you'd have to start from the beginning next time.

I would have a basement/underground floor that would have the classics such as pong, donkey kong, pac-man etc.

The next floors would be separated into sections, would have a fighter section, beat em up section, light gun section, driving/gundam/simulators section, a section for top down and side scrolling shooters and a small section for rhythm games, would probably have an area with the newest games.

Yeah I could see that, I did enjoy Hydrothunder at Wal-Mart as a kid until they got rid of it.

I still am no good at basketball so hoops are as frustrating as those games that are really fucking hard and take like five dollars worth of quarters. I did really like air hockey in the rare occasion I had someone to play with and skeeball is super fun.

My parents never really needed any sort of baby sitting shit because my mother was super agoraphobic. So I guess that explains why I find merely leaving the house strange in most occasions and have only been struggling to find justification to get out after moving out of my parent's house and realizing that I should probably do more than just go to work, class, shitpost and sleep.
