I think he meant that when you hear a track from a Genesis game, you can tell it's a Genesis game, same with SNES, MS, TG16, ect. But the advent of CD quality audio meant developers had infinitely more creative freedom as opposed to being restricted by the technical limitations of the system they're working on.

The Playstation was hands down the best CD player for music
Both the Genesis and the SNES had the capacities to create some awe inspiring music, but most if not all of the actual good music came from Japan where they had the better sound making programs.
Most other places like Europe and America made games that had music that sounded like farty garbage most of the time.

The Genesis has six mono FM synthesis channels and a crude 8-bit DAC that can barely squeeze out 11khz samples. The SNES has 8 channels of 16-bit PCM capable of producing 7.1 Dolby Surround sound at CD quality. If only more developers knew of the SNES' true power instead of just using MIDI shit.
