In one of the few games I beat my friend in, he was in the midst of attacking me at the border of my country, had nuked my largest city (not the capital) and was 3 turns away from a science victory. The one thing I was always better at than him was making money. Just before I pressed to go to my next turn, I had a flash of insight, and bought the allegiance of every City-State in the game. He thought that it was just because I wanted him to have to focus on more fronts, which he wasn't too worried about. But actually, the UN meeting was 1 turn away.
