On top of that, the balance is really good and top tiers aren't THAT much stronger than bottom tiers.

Is Kum worth purchasing? What are the chances that she would be MY CHARACTER despite being a newcomer to the series and not really loving how anyone else I've tried yet plays? I don't want to have to spend $10 Canadian dollars on top of the $25 for the Rev 2 update.

As far as GG goes, and I suppose fighting games in generals, tier lists made by top players are meant as measurement for other top players. It's like if everyone judged GG when they haven't been able to understand their character's core stuff (much how like /v/ hates how hard it is learn fighting games and gives an unfair conclusion based on their limited knowledge and would rather learn fucking LoL).

Arc has especially made sure everyone's attacks, universal mechanics, and whatnot always have 2 answers for 1 situation so that you're never stuck in a loop of mix-ups or stuck blocking for 20 seconds. Only if you have the knowledge that is.

Personally, I think they've been too strict with the balance of the game and should loosen up a little.

2P/5P are great for spacing, 5P can be low profiled by a lot of characters dash, so watch out for that.
Mostly what you want to do is try to make them jump by using 2P/5P/Rensen then cash in when they do jump with 6K, jK CH, etc into 2S > sj > jHS > jD > Bomber

If they get close, Axl's DP is good because it will send them fullscreen and make them have to work hard to get back in, 2K is good to since it leads into 2D > Rensen, which can be RC'd into damage.
His command throw is also really good when you conditioned them with meaties. Shadow strike is also really good as a way to throw people off, on counter hit you can 6K > 2S > sj > jHS > jD > Bomber

This is why he isn't top tier. His matchups against the mid tiers are great, he fucks up characters like Axl/Ino/Venom etc, but then you get to the ones like Johnny, Sin, Kum, Slayer, Leo and arguably Sol, he has no way to safely play neutral. Slayer will force his way into you eventually and then he just needs the one guess and you're dead. Leo will try and do the same except be a bit more crazy, Kum mixes you up one and you die. Sol doesn't let you safejump him for free unless you're absolutely perfect with your timing (I think Sol matchup might be chipp adv now in rev2 due to 5k nerfs but who knows yet). Sin spews damage, 6P is the god and he can beat you at every range. I'd write more but it's 4:30am and I feel like death.
