What makes Adachi so much better than the antagonists of Persona 5?

Relatability

Because most of the villains in 5 are just plain power hungry.
And Akechi is just a vengeful retard

Because he was just a lonely loser who hated his job and sucked at getting laid lashing out at the world. He was evil but his motivation felt authentic. There were no contrived bullshit about having a secret lineage or an abusive dad etc.

yeah, this. You feel bad for Goro but that's all, Kamoshida has a great build-up but you never really have any reason to care about him beyond making him confess, other Palace owners feel like cartoon villains and Yaldy is just an obligatory god you punch at the end.

His original backstory in PS2 and Golden versions weren't very good. The anime fleshed his him out more.

Adachi was a run-of-the-mill city cop who made a single mistake on a case and got transferred to nowhere's land. At that point he was feeling pretty shitty that only people with natural talent can rise above the others and that doors start closing once you're an adult and you never had that magic ticket called talent. What makes him scary or more believable is his actual reasoning for murdering is just because he's bored and he can get away with it. When the party demands to know why a cop of all people would be a murderer, he just tells them he only became a cop to legally carry a firearm.

Basically out of the other worldly villains in Persona, Adachi is the every man. The reason he became more obsessed with the hatred of the P4 protagonist is because he felt his 'spot' at Dojima's household was taken now. He wasn't that cool uncle for Nanako anymore and Dojima would forget to invite him over for dinner all because of the new kid in town.

There's nothing really edgy or justifiable about what Adachi did, he wanted to kill time and be entertained. As he became more deranged from being influenced by a God he spouted nonsense, he was always silently lashing out against society by cleaning the filth in his mind.

Persona 4 Golden Animation is awful, but it had solid Adachi episodes. And the showdown between Akechi and Yu was great because of how personal it was.

Yu felt personally betrayed by Adachi. And Adachi scuffs saying it was his own damn fault for thinking they were friends to begin with. They go to down, fisticuffs at the end, you could tell Yu wasn't even angry at the murders anymore but just how low Adachi betrayed his trust.

it really didn't. First episode felt like the director was projecting, it went against the canon characterization, tried to completely whitewash Adachi's actions and blame everyone around him for everything while omitting any sort of information that would make Adachi look bad, and half of second episode was just more Marie dicksucking.

Motive

Akechi had the power to stop everything yet his daddy problems block his view, plus the PT suck his dick so damn hard when they defeat him. In 4 they hate the fuck out of Adachi for what he did and they dont pull the "its not your fault" card.

Plus in the game you can see how jaded Adachi really is unlike Goro who we all knew he was the traitor yet didnt have enough screentime for the plyer to gave a shit about him.
