Well I'm not saying its 100% real, but the 3ds and wii u versions are like their own games. The switch version would be the same way and not a port of smash wii u. I guess you could call it smash 4.5?

The 3DS version shared the same detailed art style, the outlines were there to make the characters appear more clearly on a small screen in a low resolution. The reason it looked so different was because it was on significantly weaker hardware.
There's no reason they would combine the 2.

I hope this isn't true because they'll be a lack of content compared to a new game if they decide to make a "new" game in that fashion.
