Either that or Bowser & Bowser Jr. with a gimmick similar to Popple & Rookie (having their own Bro Attacks), considering you never really fight Bowser normally (first time is a tutorial battle, second and third times, he's Rookie, fourth time he's Bowletta).

Not really. A good rival character should to be on equal footing, so there's that personal element of competition. Bowser is a king and Midbus is a minion, he's just not on the same level and not really a credible threat. I guess he worked for BiS, since Bowser was deposed and basically the underdog hero, but even there it felt a bit like Midbus was punching above his weight-class, and there's no real point to him outside of that game.
