Probably, yes. The process might require a living, functional system in order to transfer it over to a functional, machine system. After all, that makes sure all the pipes and wiring are in the correct places.
Why would you bother robotisizing a corpse? At that point, you're just turning a lump of something into a robot. Why not just zap a bunch of rocks, if that's what you can do?

As for the sensations, I'd imagine it would start as a sudden coldness from within your own body, then extreme numbness from the earliest starting points of the transitioning flesh to metal. Afterwards a complete and total paralysis, suspending the subject's respiratory, cardiovascular, and motor functions rapidly, as lungs, the heart, digestive, reproductive, and partially the central nervous system are shut down. Afterwards, the systems are brought back in a suspended state where they begin to perform functions analogous to their "organic" counterparts. Save for reproduction in most cases. The brain is likely encased in a hard carbon shell where it is meant to allow the subject to control their new body. This is where Eggman, with his knowledge of robotics comes in, overriding the vast majority of functionality to only enable the subject to perform functions and tasks according to Eggman's wishes.
