The point is that Hyrule Warriors used the 3 most popular Zelda titles for characters, then used dlc for the other ones. Fire Emblem Warriors will do the same, and Awakening, Fates, and Shadow Dragon are the most popular (Shadow Dragon only because Marth). I can easily see the other titles having dlc characters.

Radiant Dawn doesn't need a remake. It's plot is above others FE. Besides some few plothole, it provides a different perspective than a typical war or conflict scenario, where it strictly focuses on two or more kingdoms.
It just need remaster included with PoR HD but Ninendo and ISIS will never make it.

As far I can tell, either Hyrule Warriors or the One Piece Musou had the most playable characters in their first iteration, at 13 characters.
So we can expect Fire Emblem Warriors to have probably 15 characters or so, of which, we know of 9.
Of those 9, Chrom, Marth, Ryoma, and the two OC are confirmed sword users, with Corrin and Xander also capable of using swords in their game.

Unless every other character they show off is strictly a non-sword user, they're the ones causing the problem with sword saturation.

There's a chance that some characters may share a moveset, to include more characters that way. For example, Lucina could either share Marth's or Chrom's moveset.
That way they could include someone like Hinoka since I'm sure all royals will be playable, but also have characaters like Est/Catria/Palla as skins for her.
