Yes, it has some good parts, it has some bad parts. Its not deus ex, but I think a lot of negativity happened because people were expecting too much.

The aug system is cleaned up a lot but at the other hand has no upgrade cansisters, you just use canisters for both upgrading and gaining abilities, they are also just universal, so you can pick what you like.
There are no skills, which means you dont have to go through 4 different paths for skillpoints, but some stuff got cut in the process, like hacking being another aug.
The story is a crapshoot, it has some really nice parts where some DX brilliance shines through, but other parts are really silly. Worldbuilding just took a huge hit for example.
There is universal ammo, it sucks
the maps are tiny and scapelled to hell and back, to get around you have to go through multiple loads which each only unlock a tiny piece of the map.
