Idk it feels different to me. The keniki-whatever gauge being their metered resource means you have a certain amount of flexibility when using it since you can bank it. Feels like a WoW style rogue where you have 100 'energy' and you can either stay at 0 all the time spamming things as they come up, or hoard for a little bit so you have a full 100 when you need to burst something.

NIN and DRG on the other hand have very rigid rotations structured around their timer as a resource - ninjutsu cd and botd duration.

Eye being exclusive to WAR (including parties with NIN since DE was a DPS loss for them) was the only reason WAR's party DPS contribution was meaningfully higher than the other tanks; with it gone, that margin is nearly nonexistent, even before you take into account that PLD (and likely DRK) are getting much larger DPS buffs than WAR.

Berserk isn't anywhere close to a "50% buff", let alone anything higher, because the increased uptime is nearly exactly offset by the cut from a 50% damage buff to 30%. In practice, it's a nerf in almost any fight with downtime, because high-power, low-uptime buffs are made effectively stronger in any fight where you can bury their cooldowns in forced downtime. At 20s:90s you can do that easily, but 20s:60s is another matter entirely.

Fell Cleave's crit rate boost was a flat 10% since you would always have 5 stacks of Abandon when you used it. That's now down to 5% if you use it when your gauge is at 50, and as low as 2% when you're doing the half-cost cooldown. On top of that, you no longer have IR for your Berserk rotations.

WAR's DPS is closer to stagnant than it is to the buffs that PLD got, and DRK seems to be getting the largest overhaul/upgrade.

That's probably because the PVP gear will be ilvl 300 and the AF3 free gear are 290 (they will probably be upgradable to 300)

In HW the pvp gear were ilvl 180 and the Doman gears were ilvl 170 (but could be upgrade to ilvl 180) + AF2 which was 200 and could be upgrade to 210.
