Slowdown and frame rate drops are the same thing. It's what happens when your hardware is not strong enough to render everything on the screen fast enough to keep up with the frame rate. On PCs, this is circumvented by lowering the graphical settings. On consoles, this is not possible, so the workaround is to attempt to lower the amount of pixels that need to be rendered by lowering the resolution.

I don't know why you think this works this way. If you change the resolution to 720p, that's what's being shown on your television. It does not upscale. It takes up the full screen of your television because that's the size of your television but it is not running at 1080p.

Input lag comes a few things but it can all be summed up as shitty hardware. The game has to go through rendering and post processing (and sometimes vertical syncs) before the image makes it to the monitor. If it can't so all these things very quickly, you wind up with a noticeable delay between the time you trigger an input and the time everything on the screen updates. Everything has an input delay and this cannot be changed. PCs get a delay of 1-4 frames (up to 8 with vsync) and consoles get 8 at minimum, sometimes up to 20.
